Regulation
The regulatory landscape is tightening
Under the Renting Homes (Wales) Act 2016, every dwelling must be fit for human habitation across 29 prescribed hazards. Where a dwelling is unfit, rent becomes non-payable for every day of non-compliance. Fines reach £30,000 per breach, and courts have awarded tenants 100% of rent in damages.
From 1 April 2026: new WHQS hazard rule
Imminent-harm hazards must be investigated within 24 hours and remedied within a further 24 hours. Significant risks must be investigated within 10 working days and remedied within 5.
Quarterly compliance reporting
Mandatory reporting to Welsh Government begins June 2026.
